I have the honour to acknowledge the receipt of your letter No. 3803/1907 dated the 30th May stating that His Excellency the Officer Administering the Government is not satisfied with the explanation given by me in my evidence before the Public Health and Buildings Ordinance Commission of the state of my financial affairs, and enquiring whether I was prepared to furnish further particulars by way of explanation.

2. In reply thereto, I beg to submit the following explanation for His Excellency's consideration, and also to respectfully state that owing to the lapse of time it is difficult for me to now give the sources from which the various amounts were obtained.

3. Furthermore I have been running a Mess for about a year, and handled from $200 to $300 every month, and advanced money at intervals during the month on account of the Mess, and of these transactions no record has been kept.

4. In answer to item 'A' "the sources from which I obtained the sums aggregating $2,130 paid by me into the Savings Bank between February and September, 1902":-

5. When I opened my account with the Hongkong Savings Bank in February, 1902, I was possessed of over $400, being my accumulated savings for some months previous to opening this account, and which sum was paid in by me at intervals.

6. I received some time during this period (I believe in January or February, 1902,) the sum of $100 due to me on the sale of a bicycle.

7. A sum of over $200 was won by me at the Hongkong Races in the early part of 1902.

8. The balance of $1,430 is probably made up of ...
